
West Georgia animal control officials are investigating disturbing allegations that two people without veterinary licenses may have performed surgeries on cats inside a private home.

The investigation began after Douglas County Animal Control received a complaint on Dec. 16, 2025, alleging that Camryn Garrard, 27, and Sarah Benefield, 37, castrated two male cats at a home in Coweta County.
According to the report, neither woman was a licensed veterinarian. Hand is employed by West Georgia Mobile Vet, while Benefield previously worked at the practice.
Investigators say the procedures were performed in a makeshift surgical space at the home of a former employee. The report raises concerns about whether anesthesia was used during operations.

Emails included in the complaint describe cats being transported to Carroll County Animal Hospital after procedures. One message included photos showing infected, open wounds near a cat’s buttocks. Officials say the animals in the photos have not been definitively identified.
Animal control officers spoke with the doctor, who told investigators he was not aware of any surgeries performed by staff and denied signing rabies vaccination papers associated with the cats. When officers attempted to speak with Jarrard and Benefield, both refused to answer questions and sought legal advice.
The couple was charged with animal cruelty and booked into the Coweta County Jail.
The investigation is ongoing.
