A viral video highlighting the High Quality Learning Center in Minneapolis has reignited scrutiny of alleged fraud in Minnesota’s child care programs under Gov. Tim Walz (D).
The clip, posted on social media accounts by freelance videographer Nick Shirley, shows the nursery in question, which Fox news Reports Licensed to care for up to 99 children, she was seriously underprivileged.
“There’s no one here,” Shirley says in the video.
At one point, he and another man approached the building, prompting a woman there to shout to others, “Don’t open your doors. It’s ice.”
The woman says: “Go away. You are not welcome here. Shame on you.”
Shirley points out that according to his research, the center was the beneficiary of a significant portion of taxpayer money in fiscal year 2025, yet they couldn’t even take the time to spell the word “learning” correctly on their sign.
“Do you support the illegal/fraudulent transfer of $1.9 million to this business that [is called] “High quality learning centre” But you can’t spell “learning” right on the door?” he asks.

There is both a shocking and expected level of ignorance coming from the women in this video. It’s unclear if she’s related to the daycare or just a random leftist trying to protect scammers. This is the type of individual who ignorantly votes for people who would rip off taxpayers and then ignorantly pretends they didn’t go ahead and loot the state coffers.
House Majority Whip Tom Emmer (MN-6) publicly criticized Walz, questioning the disbursement of taxpayer money to a seemingly inactive position.
“$4 million of our hard-earned tax money is going to a learning center that can’t even spell learn right. Care to explain this, Tim Walz?” Emir asked.

The $4 million was noted in the report as a total disbursement to the Center for Quality Learning. However, a report from St. Paul ABC affiliate in January He notes that the daycare had, by that point, received “$7.8 million in federal tax money since 2019 despite its regulatory issues.”
These regulatory cases involved 95 violations from the state human services agency over four years, ranging from “failure to keep hazardous materials out of reach of children” to “lack of records for 16 children.”

Shirley posted a longer, 43-minute video on YouTube in which he claimed to have uncovered more than $110 million in fraud by visiting questionable daycares and health service buildings in just one day.

“We’re going to be escorted out now. The police have arrived,” Shirley says in the video. “We were checking prices, seeing what was going on inside this building. No one really talked to us.”

Shirley claims, in a separate post on X, that the alleged fraud he faces barely scratches the surface.
“Tim Falls and the scammers are not going to run away from this,” he said. “In one day, my staff and I uncovered a fraud worth more than $110 million. And this is just the tip of the iceberg.”
“We the people simply work too hard and pay too many taxes to allow this to happen, and they must be held accountable.”
